No person shall pack or repack any commodity dealing weights and measures and manufacturer any weight or measure unless he/she holds a license of packer and manufacturer issued by the controller of legal metrology under the legal metrology act, 2009 & the JHARKHAND Legal Metrology (Enforcement) Rules, 2011.
